CEO, Ontario Power Authority (OPA) 

Prior to joining the OPA, Colin held a variety of senior financial and policy positions in the Ontario Public Service. Most recently, he was Deputy Minister, Ontario Ministry of Finance; Secretary of Treasury Board; Deputy Minister, Ontario Ministry of Revenue; Chair of the Ontario Financing Authority and Chair of the Ontario Electricity Financial Corporation. He has also served as Deputy Minister of Policy, Cabinet Office and Acting Deputy Minister in the Ministry of Health and Long Term Care.

Michael Nobrega

President and CEO, Ontario Municipal Employees Retirement System (OMERS)

Prior to his appointment, Michael was President and CEO of Borealis Infrastructure, which he launched in 1998. Michael is a former president of a merchant bank and partner at an international accounting firm. A Chartered Accountant, Michael was named a Fellow of the Institute by the Institute of Chartered Accountants of Ontario in 2009 — the highest designation the Institute confers and which recognizes outstanding career achievements as well as excellence in service to the community and the profession.

Donald Dewees

Professor of Economics and Professor of Law, University of Toronto

Donald is a professor of economics and law at the University of Toronto. He has served as Associate Dean of the School of Graduate Studies and as Vice-Dean of the Faculty of Arts and Science. He has also been Director of Research for the Ontario Royal Commission on Asbestos, and Vice-Chair of the Market Design committee appointed to design a competitive electricity market for Ontario.

Donald’s principal research and teaching interests include Law and Economics, Environmental Economics and Environmental Law. His most recent research includes studies of the design of transferable permits for pollution control, the economics of recycling programs, and issues in electricity restructuring.
