Rosemarie T. Leclair

Chair and CEO, Ontario Energy Board

Rosemarie T. Leclair was appointed Chair and Chief Executive Officer of the Ontario Energy Board on April 6, 2011. Prior to joining the Board, she was President and Chief Executive Officer of the Hydro Ottawa Group of Companies (Hydro Ottawa).

Ms. Leclair also spent more than 15 years as a senior manager with the City of Ottawa in roles including Deputy City Manager of Public Works and Services. She has also served as a Special Advisor to the Province of Ontario.

Ms. Leclair has sat on the Board of Directors for the Electricity Distributors Association, the Canadian Electricity Association (Audit and Governance Committee), the Ontario Energy Association, and United Way/Centraide Ottawa. She is a member of the University of Ottawa’s Board of Governors. She was twice named one of Canada’s Top 100 Most Powerful Women by the Women’s Executive Network (2007 and 2010), and recognized as an Honoured Champion by the United Nations Association in Canada on the occasion of International Women’s Day in 2009. Ms. Leclair holds a degree in Public Administration and a Bachelor of Laws from the University of Ottawa and became a member of the Law Society of Upper Canada in 1985.
